Read the case file again

You have everything you need. Re-read the prologue (THE LAST PLATE) and Hartmann's handover (THE LOFT SURVEY). The seventeen printed clues narrow the killer to two surviving first names. The eighteenth clue is an alibi: one of your two survivors was at a publicly broadcast event during the murder window. The other was not.
